The injunction was granted on Wednesday in the High Court before Justice Franklin Holder. 


It will remain in force until December 8 when the defendants are expected to mount a challenge.

The council heard heartfelt pleas from many retired city employees, saying the cuts -- budgeted by the council in June and worth $600,000 for half a year -- were breaking a promise of full lifetime health benefits for employees. 
The action, retires said, came without their input, they said.

The council unanimously voted to update city law regarding revenue coming from cable companies that serve Vallejo residents, over fears that those costs would be passed on to consumers. 


Senior citizen Bill Haynes said it seemed inevitable that Vallejo customers will see yet another hike in their bills.

Davis said Friday that he was attending fundraisers for all the incumbents, and donations for the others might show up before the election.

The decision came after hours of council debate, continued from recent meetings, over how to avoid the layoffs. 


Mayor Osby Davis and Councilwomen Joanne Schivley and Stephanie Gomes strongly protested the delay, saying it was an unwise gamble with city finances.
