The city budget-conscious plan to mail out 26 layoff and demotion notices to Vallejo police officers on Saturday, was hotly debated Tuesday night. Ultimately, the timing of the layoff notices were left in the city manager's hands, as long as they go into effect Oct. 1. The city is not required to give any advance notice, per the police employee contract, City Manager Bob Adams said.

Vallejo City Council contender Marti Brown has pulled together a campaign war chest nearly six times larger than her nearest competitor, according to recently released campaign finance filings. Brown, who began officially receiving donations in February, pulled together more than $23,000 in donations - just over $18,000 in cash contributions - by the end of June, according to campaign reports due at the end of July. Brown is a first-time contender in what will be a seven-way race for three city council

As of Friday, the Vallejo City Council had enticed seven contenders for three seats in November's municipal election. The three incumbents, including Tom Bartee, Stephanie Gomes and Hermie Sunga, fell into line in recent weeks. Their seats will be contested by first-time candidates Marti Brown, Sam Kurshan, Johnathan Logan Jr. and Marie "Punkie" Nelson.

The Solano County Democratic Central Committee hosts a debate among the Democrats running in the special election for the 10th Congressional District. The open primary election for this seat will be held Sept. 1. Five candidates are participating in the debate: Assemblywoman Joan Buchanan, State Sen. Mark DeSaulnier, Lt. Gov. John Garamendi, Adriel Hampton and Anthony Woods.

A week before Vallejo City Council hopefuls must file their candidacy papers, only three had done so -- including a hesitant Vice Mayor Hermie Sunga. Sunga, 58, said he teetered on his decision to run for a second four-year term, unlike newcomer Sam Kurshan, who returned his candidacy papers the filing period's first week. Fellow council incumbent Stephanie Gomes filed on Friday.

Vallejo officials say they can lock in the city's budget, now that the state has finalized its budget. Vallejo employee layoff notices, providing 60-day warnings, will be issued as planned at the beginning of August, but will exclude four public works and 16 police officer positions, Assistant City Manager Craig Whittom said Tuesday night. The public works layoffs were avoided when the state nixed its plan to take away municipal gas tax revenues.
